When discussing an issue, we try to present an objective picture by showing both the advantages and disadvantages. We may, however, express a personal opinion in the closing paragraph.
Plan
Opening: Introduces the topic.
Body: Presents advantages and disadvantages in seperate paragraphs.
Closing: Adds concluding comments and possibly your opinion.
